Scientists of the Institute of Energetics took part in the round table Economic and Legal Regulation in The Energy Sector within the framework of the Tatarstan International Forum on Energy and Energy Resource Efficiency.
On April 6, 2023, the Kazan Expo International Exhibition Centre hosted a round table Economic and Legal Regulation in The Energy Sector within the framework of the Tatarstan International Forum on Energy and Energy Resource Efficiency. The organizers were: Kazan State Power Engineering University, the Institute of Ecology and Subsoil Use of the Tatarstan Academy of Sciences and the Institute of Energetics of the National Academy of Sciences of Belarus.
The round table was attended by: Alexander A. Mikhalevich, Head of the Laboratory Energy Security of the Institute of Energetics of the National Academy of Sciences of Belarus, Doctor of Engineering Sciences, Academician of the National Academy of Sciences of Belarus (in person); Vasily V. Panasyuk, Deputy Chairman of the Standing Committee on Industry, Fuel and Energy Complex, Transport and Communications of the House of Representatives of the National Assembly of the Republic of Belarus (through video conferencing); Tatiana G. Zorina, Head of the Energy Economics Sector of the Institute of Energetics of the National Academy of Sciences of Belarus, Doctor of Economics, Professor (through video conferencing), and others. As a result of the discussion, the participants noted that in modern conditions, economic sanctions against Russian energy companies, as well as companies in related industries, necessitate strengthening the protective mechanisms of energy legal order in order to ensure energy security. The formation of common markets for energy resources of the Eurasian Economic Union is relevant. It is advisable to create economic and legal conditions that ensure compliance with the principles of international energy cooperation, to solve other problems of Eurasian energy integration.
In general, participants believe that:
1. Currently, the vital task is to act coordinated in order to implement the adopted Union decisions in national and departmental programs, to continue improving the legislative framework to create comfortable economic and legal conditions for the development of bilateral cooperation in the energy sector.
2. The concept of sustainable development should be the basis for the efficiency of the energy sector functioning. The primary task is to develop methodological approaches for sustainable energy sector development.
3. It is advisable to update the threats identification and the risks ranking, including those caused by digitalization, taking into account their importance at all stages of energy production and to lay them in the form of indicators of the energy security concept.
4. In order to develop cooperation between the National Academy of Sciences of Belarus and the Tatarstan Academy of Sciences, to organize annual scientific events to discuss economic and legal problems in the energy sector with the participation of scientific, educational organizations, interested representatives of energy companies, legislative, executive state bodies of the Union State.
